After much debate, Belgium is allowing non-EU citizens the right to vote in municipal elections.
Anybody who has been in Belgium legally for at least 5 years and is signed up by the foreigner or population register can vote in the municipal elections.
There is still some confusion as to what a voter needs to do and the estimate is that at the most 25% of will actually show up to vote.
The next elections are slated for November, and voters must register by August. So far a letter with guidelines for registration has yet to be sent out, and no campaign is planned to inform the new voters of their rights.
