Netherlands: 'Flying brigades' to deal with problematic Moroccan youth

The cabinet will call in 'flying brigades' to deal with Moroccan problem-youth.  The teams, with police agents, local social workers and government experts will be called in for acute problems such as destruction and intimidation.

According to interior minister Guusje ter Horst Friday these will be practical teams which could be called in directly in case of fire.  Besides the flying brigades, municipalities with many Moroccan troublemakers will get other types of help in order to put these youth on the right path and to keep them there.
 
Currently Moroccan youth are four times more likely to meet a criminal judge than the average.  According to integration minister Eberhard van der Laan, this is a long-term project.  "This is a problem with which we're probably yet deal with for ten or more years," according to the politician Friday.

The cabinet will now see to it that there are as few as possible new problem youth.  Moroccan toddlers should learn Dutch well so that they could keep up at school.  Further, Moroccan parents must educate their kids by placing clear limits.

Due to the piling up of problems, this currently doesn't often happen.  The youth wander the streets, where according to justice minister Ernst Hirsch Ballin they show 'unpleasant intimidating behavior'.  The cabinet wants to break through this street culture by putting in more street-coaches who will speak to the youth about their behavior.

Additionally there will be more family-managers in order to intensively guide Moroccan families.  Parent who reject the help would have to accept a family-manager from the Child Protection Agency by force, if necessary.  The cabinet is setting aside about 40 million euro for dealing with problem youth of Moroccan origin.
