The men were under surveillance because they possessed high-calibre weapons and regularly trained in the forest, according to the judicial source.
They were arrested on Tuesday in the Besancon region.
Prosecutors still have to determine whether they have links with Islamic radicals, and would decide on Friday whether or not to send them to the anti-terrorist prosecution service for processing.
