Finland is finding it difficult to take in all of its so-called quota refugees, as municipalities are reluctant to accept them. About 400 refugees are awaiting entry to Finland at refugee camps abroad.
Municipalities receive money from state coffers for several years to cover their costs after accepting quota refugees. Nonetheless, the majority of municipalities have not taken in any despite the Parliament-approved annual quota of 750, which has been in Linkplace since 2001.(source)
